What down payment assistance programs are available for homebuyers in Arkansas?

Many first-time homebuyers in Central Arkansas don't realize that down payment assistance programs exist that can cover part or all of their upfront costs. The Arkansas Development Finance Authority (ADFA) offers several programs designed to help qualified buyers get into a home with little to nothing out of pocket. Understanding what's available — and how to access it — could be the difference between buying a home this year and waiting another three.

What if I told you that the down payment you've been saving for — the number that feels just out of reach — might already be covered?

I mean that literally.

There are programs available right now in Arkansas specifically designed to help first-time homebuyers cover their down payment and closing costs. Programs backed by the state government. Programs that have helped thousands of families in Little Rock, Bryant, Maumelle, Sherwood, and Jacksonville get into homes they thought were still years away.

And most people have never heard of them.

That's the part that gets me. Every week I talk to buyers who have been grinding — saving every extra dollar, cutting back, doing everything right — when there was help sitting on the table the whole time that nobody told them about.

ADFA — Your biggest resource as an Arkansas homebuyer

The Arkansas Development Finance Authority — known as ADFA — is the state agency that administers the primary down payment assistance programs available to Arkansas homebuyers. These are not sketchy offers or too-good-to-be-true schemes. They are legitimate, state-backed programs designed specifically to make homeownership more accessible.

Here's what ADFA currently offers.

ADFA Move-Up Loan Program

This is ADFA's primary mortgage program — a 30-year fixed rate loan offered at competitive below-market interest rates through participating lenders. It is available to first-time homebuyers and repeat buyers in targeted areas, and it serves as the foundation that other ADFA assistance programs layer on top of.

To qualify you generally need a minimum 640 credit score, meet income limits for your county, and purchase a home within the program's purchase price limits. Income and purchase price limits vary by county and household size — which is why sitting down with a knowledgeable lender and Realtor is so important.

ADFA Down Payment Assistance (DPA)

This is the one that changes the game for buyers who have the income to qualify for a mortgage but haven't saved enough for a down payment.

The ADFA DPA program provides up to $15,000 in down payment and closing cost assistance structured as a second mortgage with a low fixed interest rate. It is designed to be used in combination with the ADFA Move-Up Loan — meaning you stack these two programs together for maximum benefit.

For a buyer purchasing a $200,000 home in Central Arkansas, $15,000 in assistance could cover your entire down payment and a significant portion of your closing costs. That is a real, life-changing number.

ADFA MCC — Mortgage Credit Certificate

This one operates differently — it's a federal tax credit, not direct cash assistance. The Mortgage Credit Certificate allows eligible first-time homebuyers to claim a credit of up to 50% of their annual mortgage interest — up to $2,000 per year — directly against their federal income tax liability.

Over the life of a 30-year loan that can add up to tens of thousands of dollars in tax savings. It doesn't reduce your monthly payment directly, but it puts real money back in your pocket every tax season.

Other assistance worth knowing about

ADFA is the biggest resource but it's not the only one.

HUD-Approved Housing Counseling The U.S. Department of Housing and Urban Development funds free and low-cost housing counseling services across Arkansas. A HUD-approved counselor can help you review your finances, understand your loan options, and identify assistance programs you may qualify for — all at no cost to you.

Local and Employer-Based Programs Some municipalities and employers in Central Arkansas offer their own homebuyer assistance programs. These change frequently and vary by location, which is another reason working with a local Realtor who stays current on what's available in your specific market is so valuable.

VA Loan for Veterans If you are a veteran or active-duty service member, your VA loan benefit is itself a form of down payment assistance — the most powerful one available. $0 down, no PMI, no VA-set credit score minimum. If you haven't explored your VA benefit yet, that conversation needs to happen before anything else.


What you need to qualify

Every program has its own requirements, but here are the common threads across most Arkansas down payment assistance programs.

You generally need to be a first-time homebuyer — defined in most programs as someone who has not owned a primary residence in the past three years. You need to meet income limits for your household size and county. You need a minimum credit score, typically 620–640 depending on the program. And you need to complete a HUD-approved homebuyer education course, which is typically available online and takes a few hours to complete.

The homebuyer education requirement is not a burden — it's genuinely useful. Buyers who complete it walk into the process more informed, more confident, and better prepared for what comes next.

You don't have to figure this out alone
