If you’re a Veteran, active-duty service member, or eligible military spouse, your VA home loan benefit is one of the most powerful tools available to you. Yet many buyers feel confused when they see terms like entitlement, basic entitlement, bonus entitlement, and COE.

How the VA Home Loan Guaranty Works
The Department of Veterans Affairs does not lend money to buy homes. Instead, it provides a loan guaranty to approved private lenders.
This guaranty protects the lender if a borrower defaults on the loan. Because the lender is protected, they’re often able to offer Veterans benefits such as:

What Is a Certificate of Eligibility (COE)?
Your Certificate of Eligibility (COE) is an official document from the VA that confirms you’re eligible for a VA home loan. It also shows how much entitlement you have available.

VA entitlement is the amount the VA agrees to guarantee on your loan. It’s not the amount you can borrow — it’s the portion of the loan the VA backs.
There are two types of entitlement:

Basic Entitlement (Tier 1)
Basic entitlement is sometimes called first-tier entitlement.
This number does not mean the VA will only guarantee a $36,000 loan — it simply represents how much of the loan the VA guarantees at the base level.
